Obtaining a Florida State Medical License

A physician entering medical practice in the state of Florida may obtain a state medical license by examination or approval. However, to qualify for either pathway to licensure, the physician must be at least 21 years of age, determined by the Florida Board of Medicine (the “Board”) to be of good moral character, and must not have committed no other act. or offense that the Board has determined would constitute the basis for discipline here in Florida.

Additionally, the applicant physician must have graduated from a qualified medical school and completed residency training. If the requesting physician attended medical school outside of the United States, the requesting physician must demonstrate proficiency in the English language to the satisfaction of the Board. Finally, the requesting physician must submit fingerprints and undergo a criminal background check. Once this criterion is met, the requesting physician may be licensed by examination or approval.

To obtain the right to practice through examination, an applicant physician must obtain a passing grade in any of the

• the licensing exam of the United States Medical Licensing Examination (the “USMLE”); Prayed
• a combination of the USMLE, the United States Federation of State Medical Boards, Inc. exam (the “FLEX”), or the National Board of Medical Examiners exam (the “NBME”).

In the event that an applicant physician was licensed based on a state board examination after 1974 and has held that license in at least one other jurisdiction in the United States or Canada for a period of 10 years, such applicant may obtain a Florida license. by passing the United States Federation of State Medical Boards (SPEX) Special Purpose Examination. (However, if an applicant physician is not required to take and pass the SPEX exam if such applicant was licensed based on a state board exam prior to 1974 and has held that license in at least three other jurisdictions of the United States or Canada and has practiced for a period of 20 years)

For physicians transitioning from other states to practice in the State of Florida, the Board may issue a license by endorsement in lieu of examination. To be considered, you must pay the application fee and meet the following criteria:

1. The applicant has passed all parts of a national exam (NBME, FLEX, or USMLE); Y
2. The requesting physician has been licensed and actively practicing medicine in another jurisdiction of the United States for 2 of the last 4 years; or has passed a Board-approved clinical competency exam 1 year prior to application; or has successfully completed a Board-approved graduate training program within 2 years prior to application.

However, to ensure that the physician you apply to is qualified and meets the applicable criteria, the Board may still require you to take and pass the applicable licensing exam and/or investigate you. The Board shall not issue a license by endorsement to any applicant who is under investigation in any other jurisdiction until such investigation has concluded without discipline. The Board may also issue a limited license by endorsement to any person who has been subject to disciplinary action in another jurisdiction.
